The speech apparently concerns a bill on freedom of the press, submitted for consideration to the Fourth State Duma by the Octobrist-Cadet majority.

The State Council did not adopt the bill.

V. K. Sabler (Desyatovskii) — a landowner, Black Hundred reactionary, prominent tsarist official, lawyer by profession. From 1911 to 1915 — Ober-Procurator of the Synod.

L. A. Kasso — a major landowner, professor at Kharkov and subsequently Moscow Universities. In 1910-1914 served as Minister of Public Enlightenment. Pursued a reactionary policy toward the schools, brutally suppressed revolutionary students and progressive faculty.

Cadets — members of the Constitutional-Democratic Party of liberal-monarchist bourgeoisie in Russia. The Cadet Party was formed in October 1905 and included representatives of the bourgeoisie, zemstvo activists from among landowners, and bourgeois intellectuals. In their demands, the Cadets went no further than demanding a constitutional monarchy; they considered their principal aim to be struggle against the revolutionary movement and sought to divide power with the tsar and serf-owning landowners.

Octobrists — members of the "Union of October 17" party, formed in Russia after publication of the tsar's Manifesto of October 17, 1905. This was a counter-revolutionary party that represented and defended the interests of big bourgeoisie and landowners. The Octobrists fully supported the domestic and foreign policy of the tsarist government.
