That the liquidators greet the rapprochement between the Party Mensheviks and the Party “with hostility” is very important. It is necessary to adopt a resolution on this in the districts. This fact proves for the thousandth time that the liquidators are a definitely non-Party and anti-Party element, that unity is possible only against them (against *Luch*), and not at all with them. In my opinion, you are quite right in attaching great importance to this fact. On unity

with the liquidators it is impossible to speak: the Party cannot be united with the destroyers of the Party. It seems to me that the resolution of the February Conference of 1913 on unity from below should be hectographed (if there are few copies), with the addition of a resolution against *Luch* containing a precise list of the five points*.

Further, I fully share your opinion on the importance of the campaign against the Seven and of the workers’ initiative in this matter. The Seven 198 are wavering people, near-Party but not very Party people. We can enter into agreements with them inside the Duma in order to guide them and pull them after us, but it would be a crime to hush up their liquidationism, their spinelessness and their unprincipledness. The campaign against the Seven must be supported and developed. Now, when the liquidators’ *Luch* is expanding (clearly on funds from the liberals, for it runs at a loss of 1,000 rubles a month and has a circulation of only 12,000), the campaign for aid to the six workers’ deputies, for subscriptions to *Pravda* and for the expansion of *Pravda* must be intensified tenfold. We must wage a direct struggle in the factories for *Pravda*, demanding more subscriptions, winning every factory away from *Luch*, arranging competitions between factories in the number of *Pravda* subscribers. The victory of Party spirit is the victory of *Pravda* and vice versa. We must launch a campaign to raise *Pravda* from 30,000 to 50–60,000 and the number of subscribers from 5,000 to 20,000, and to push steadfastly in that direction. 

Then we shall expand and improve *Pravda*.

Your remark about the absence of intellectuals is very true. And there will be none. They will be replaced by *Pravda* and illegal literature. You should publish at least hectographed resolutions and leaflets until the technical apparatus is set up. A weekly publication in 30–60 copies of hectographed resolutions of the P.C. in the form of directives is essential; we could correspond about these resolutions at all times. Think this over. It would strengthen illegal work, reduce the number of victims, generalise propaganda, etc.
