Regarding the reports from the localities that have been heard, the conference notes:

1) everywhere in the localities among Social-Democratic workers, energetic work is being conducted to strengthen local illegal Social-Democratic organizations and groups;

2) everywhere the necessity has been recognized of combining illegal and legal Social-Democratic work, and everywhere Social-Democrats have acknowledged that our illegal party organizations must have as their bases of work among the masses all manner of legal workers' societies. But for practical Social-Democratic work in trade unions, cooperatives, clubs, and so forth, for the dissemination of Marxist literature, for the utilization of Duma speeches by Social-Democrats, and so on—still insufficient has been done, and in this area it is absolutely necessary to intensify the energy of the illegal Social-Democratic groups;

3) in the localities everywhere, without a single exception, party work is being conducted jointly and harmoniously chiefly by Bolsheviks and Menshevik-party members, as well as by Russian Forward-ists, where they exist, and by all other Social-Democrats who recognize the necessity of the illegal RSDLP—and all work is being conducted in the spirit of defense of party principle and struggle against liquidationism.

The conference expresses confidence that in connection with the beginning revival in the workers' movement, energetic work will continue to strengthen old and create new, sufficiently flexible organizational forms, which will aid the Social-Democratic party's struggle for the old revolutionary aims and revolutionary methods, under the new circumstances.
