The Russian Social-Democratic Workers' Party protests against the brigandish policy of the tsarist gang, which has decided to strangle the freedom of the Persian people and stops at nothing in this—not even the most barbarous and vile acts.

The Conference ascertains that the alliance of the Russian government with the government of England, which is advertised and supported in every way by Russian liberals, is directed primarily against the revolutionary movement of Asian democracy, and that this alliance makes the English liberal government an accomplice in the bloody atrocities of tsarism.

The Conference expresses its full sympathy with the struggle of the Persian people and, in particular, with the struggle of the Persian Social-Democratic Party, which has suffered so many losses in its struggle against the tsarist oppressors.
