G. II. BRAILSFORD. "WAR OF STEEL AND GOLD"

"The Yangtze Valley, is not recognised by any of the other Powers, and it is
very doubtful whether the Foreign Office still supports them" (p. 248).
"It is in the interests of the whole class which exports capital abroad. But it would be folly to ignore or to minimise the direct interest of industry. This is an interest which has struck deep roots in political circles, and, as the exploits of Mr. Mulliner show, it is an exceptionally tenacious and energetic interest. If political life continues to develop on the same lines, the biggest scandal of to-morrow will be the discovery that the funds of the Liberal Party have been invested, not in Marconi undertakings, but in the Krupp factories" (pp. 267-268).
"What a monstrous theory that England and Russia have a right to dispose of the destinies of the Persian people merely because they have large material, political, strategic, and commercial interests in Persia" (p. 290).
"It would, of course, be madness to suppose that the adoption of this principle of the predominance of the concert (of the great Powers) would at once create harmony and lead to a reduction of armaments. But it would lead immediately to the following results: it would create a moral norm for the consciousness of the civilised world; it would give an objective criterion for testing the loyalty of any policy, and, above all, it would create a common ground on which all peace-supporting parties could come together. It would lead to a gradual relaxation of European tension, to a gradual weakening of existing alliances, and in time would create such an atmosphere in which the proposal for a reduction of armaments, and perhaps even a plan for the creation of a free Federal Council for the solution of pan-European questions could at least become a subject for discussion" (p. 293).
"From the point of view of class egoism, armaments appear quite rational to the capitalist class; rivalry in the field of armaments is sufficiently justified, and the struggle for the balance of power appears as a phase and expression of the modern financial system" (p. 310).
"Men are not inclined to believe that the interests which divide states are extremely base and selfish. We adorn them with great, abstract words; we resurrect the memory of heroic times. We play on the legendary heritage.
we persuade ourselves that our homes are in danger, and our
faiths and liberties at stake. These are the terrors of an older
world, as insubstantial to-day as the ghosts of Marlborough and
Wellington. The Powers struggle to-day over nothing vital, nothing
homely, nothing relevant to our daily life. A romantic sentimenta-
lism in the masses plays into the hands of a shrewd realism in
the ruling class" (p. 315-316).

G. N. BRAILSFORD. "WAR OF STEEL AND GOLD"

balance of power until we persuade ourselves that our home is in danger and that our faith and freedom
are under threat. But these fears of the old world are as little real
in our days as the ghosts of Marlborough or Wellington.
Now the powers are fighting not at all for what is vitally important,
not for what affects our home, our everyday existence.
Romantic sentimentality of the masses plays into the hands
the cunning realism of the ruling class" (pp. 315-316).

Κ. IV. ЕЕ. 720 r.*
! Foreword] XI. 1912 |
The author is a scoundrel, a Bismarckian. But the book is still very useful as a summary of facts and
reference book. A simple summary gives a picture of imperialism and democratic movements,
as the main distinguishing features of the era. (NB.
The concept of "era" is extremely important!!). Very little about
socialism due to the author's dull reactionariness.
The author has a number of historical works, among others, about Wilhelm I and about Bismarck,
a thick volume; then "Grundzüge der Ge- schichte" - three parts, ancient era, middle
ages, modern times, 1905-1909 (published
Leipzig); and "Politische Jahresübersichten"
1908 and so on to 1912.
It is very characteristic that the idiot author, with pedan-
tic accuracy giving dates etc.
about every little tsar, about the relatives of the tsars, about the mis-
carriages of the Dutch queen (sic! S. 44=0)
etc., - did not mention a sound of the uprising of peasants in Romania in 1907!)!!
*
Lenin read Egelhaf's book in the cantonal Zurich library,
as indicated by the library code recorded by Lenin (K.1\r.ЕЕ. 720 г.).
Most likely, the date of writing the synopsis of Egelhaf's book (mention
of 1916 see below, p. 284) refers to the second half of 1916.

a new, fifth edition of Egelhaf's book. The Zurich library acquired
in 1915 the fourth edition of 1913, which Lenin used. Ed.

*) By the way. In the "European Historical
Calendar" for 1907 about this uprising only government reports (p. 340), which indicate that Russian
sailors from the "Potemkin" were a "dangerous element of ferment"

The "Chronological

dry, bare, unsystematized.

Francs of French contribution (1871) - 120 million "military fund"
12 million - "for monetary rewards (subsidies) to 28 meritorious generals and the president of the chancellery
of the imperial chancellor Delbrück".

This was, however, rejected without debate by all votes against 25".

prince (Yu-Yong) appeared with a complaint against the Japanese and with a
declaration of independence of Korea, the Japanese drove out the Emperor of Korea, put his
son on the throne and concluded with him a "treaty" on July 24, 1907, that all diplomatic relations
should be conducted through the Japanese ambassador in Seoul.

Regarding the defeat of the revisionists at the congress in Nuremberg (1908) (258 against 119

"Uebrigens sind die Revisionisten nur in der vorsichtigen Taktik, welche die bürger-

ultimate goal - the socialization of all rela- tions, but only in their cautious tactics, calcu-

to go together with the bourgeois left, and since they behave moderately, they are essentially
more dangerous than the "wild men" from the extreme left" (523).

Bismarck was for a republic in France for the sake of separating (NB) it from monarchical
Russia — and Ambassador Count Harry Arnim, "act- ing" in Paris for the restoration of the mon-

state document to 5 years hard labor (!)
