(given the liquidators) - in view of all this, it was resolved: to recognize that Badayev is undoubtedly the choice of the majority of SD workers in St. Petersburg and a candidate by the request of the CC, that the entire blame for the disorganization of the SD party elections in the workers' curia of St. Petersburg falls on the liquidators, who, knowing that they are in the minority, thwarted the will of the majority. That the refusal of the liquidators to draw lots is an outrageous and unheard-of violation in the labor movement of the duty of every social democrat. It was resolved to publish this resolution in the press and to act unitedly among the workers for Badayev and against liquidator agitation.

This resolution is necessary. The question of Badayev has already reached the international press.

Steklov printed evasive but despicable phrases in "Neue Zeit." In the German pamphlet published by the liquidators for the International Congress in German, God knows what has been printed. Silence is not an option. Precisely the curial deputies must verify the facts and issue a vindication, with Badayev's abstention, of course.
