Dear L. B.,

...* Our two latest documents should be sent to you in Basel from Brussels (by Popov) [and from Leipzig] (by Zagorsky): my Report [to the ISB] on the elections to the Fourth Duma and "Russian Workers Against War"**... strikes and the resolution of the authorised representatives. This must be distributed at the [ISB. This is] important...

Yours, Lenin

P. S. ... Prepare it in a businesslike manner. This makes an impression on them ... everyone. Throughout the world, the strength of Social Democracy is measured by three criteria: 1) the number of ... voters*** (with us it is impossible: two words against the legalists); 2) the socialist press; 3) socialist deputies. [Should we take] the legal press for [such a] calculation?

How many times stronger were we ("Pravda") than "Luch" for the whole of 1912 (for 10 months, I-X)? (Ad. 3. Begin with the Third Duma) "Der Anonymus aus dem 'Vorwärts'" u. s. w.**** The Fourth Duma workers' curia (two words about it) is ours.

* The manuscript of the document is badly damaged. Words in square brackets have been restored according to the sense. Ed.

** V. I. Lenin's Report to the International Socialist Bureau "The Elections to the Fourth Duma", previously considered lost, was published in the newspaper "Le Peuple" No. 325, 20 November 1912. In 1963 it was reprinted in the book "Correspondance entre Lénine et Camille Huysmans. 1905-1914". Paris. "Russian Workers Against War" - apparently the appeal of the CC of the RSDLP "To All Citizens of Russia" (see V. I. Lenin. Works, 5th ed., Vol. 22, pp. 135-139). Ed.
