Tovarish Katsap

Dear comrade!

The Bureau of the Central Committee has received a message1* from a member of the Moscow Social Democratic Organization that a part of the Moscow districts decided, after the arrival in Moscow of the so-called "detour" of the liquidators, to send you to their conference "to defend the first "1. The Bureau of the Central Committee asks you to give details of this decision and the circumstances of the case. It would be desirable, from this point of view, as well as for a number of other practical reasons, for you to see, while abroad, the Foreign Bureau of the Central Committee, which has been appointed by the Central Committee in Cracow for the time of the elections. Address for letters (from abroad only): Ulijanow, Ulica Lubomirskiego. 472Krakow. The same address for appearances (15 minutes from the train station, where things must be left for safekeeping under conspiratorial conditions).

Plan:

On the envelope.

Toovarish "Katsap".

(very hurried)

Further postscript E.V.Krupskaya.

The agenda included seven issues, the central one being the election campaign for the IV State Duma (speaker L.D.Trotsky). The so-called "August Bloc" was formed at the conference.
