1 This table was apparently compiled before the opening of the VI (Prague) All-Russian Conference of the RSDLP. It contains preliminary calculations of the possible number of organizations and delegates from them at the conference, as well as the expenses per delegate.
In reality, at the Prague Conference, held on January 18-30, 1912, more than 20 party organizations were represented. Representatives from St. Petersburg, Moscow, the Central Industrial Region, Saratov, Tiflis, Baku, Nikolaev, Kazan, Kiev, Ekaterinoslav, Dvinsk, and Vilno were present with full voting rights; representatives from the editorial boards of *Sotsial-Demokrat*, *Rabochaya Gazeta*, the Committee of Foreign Organizations, and others were present with consultative voting rights. Police persecutions and other difficulties prevented delegates from party organizations in Yekaterinburg, Tyumen, Ufa, Samara, Nizhny Novgorod, Sormovo, Lugansk, Rostov-on-Don, Barnaul, etc. from arriving at the conference. These organizations sent written statements of joining the conference. Almost all active organizations in Russia were represented at the Prague Conference, therefore it effectively had the significance of a party congress.

UNEMPLOYMENT INSURANCE 1
[Before January 22, 1912]
1) Until insurance has been introduced anywhere and for any reason, municipalities are obliged (at the request of workers and at the expense of a special state tax on capital) to introduce public works. Mandatory democratic and trade-union guarantees for workers. — 2) If public works are organized during the implementation of the insurance law, then (a) the insurance funds receive the right of management and (ß) in no case does the organization of these works exempt the state from the obligations imposed on it by the law on insurance under the same guarantees.

As a temporary palliative, to provide assistance to unemployed workers... in those cases when general state insurance has not yet been put into effect for some reason or other in a particular locality due to some emergency, etc., municipalities introduce public works. The organization of public works is mandatory for municipalities if the workers demand it, and the management of these works must be in the hands of the insurance funds with a guarantee of trade-union conditions of work.

The conference characterized the draft law as the grossest mockery of the most pressing interests of the workers and demanded that both illegal organizations and members of the party working in legal organizations conduct broad agitation among the masses against the Duma draft law, linking it with the revolutionary-democratic tasks and slogans of the party.
