The Party must intervene actively; a resolution must be passed. The workers, as we have convinced ourselves from the exchange of opinions, regard the famine with great attention, intervene actively and help the starving. Aid to the starving is not philanthropy.

Aid is philanthropy only in the bourgeois formulation of the question. More than that.

The Cadets have taken the standpoint of those responsible in the Ministry. It is necessary to participate in committees that are being created to combat the famine. I am speaking of non-party workers' committees. We must not prescribe that they be created, but we must participate in them. Money should be directed above all to the Social-Democratic faction, to workers' unions, clubs and other societies. A leaflet also needs to be published, but directed to workers and peasants. Efforts should be made to distribute Markov 2nd's speech, in which he called the starving peasants loafers. It is a splendid speech—let them read it.
