I state on record that over the course of 1/2 year a lower institution (ZBCК) has violated resolutions and refused to convene the higher institution. I am compelled to state this in order to warn against any trust in that institution, which for already 1/2 year has been attempting to block the path before the party toward the renewal of its central institution.

I point out that since spring of 1910 we have had a letter from Inok indicating that the Chekists were under surveillance. We struggled by all means against Russian adventurism{112}. Makar renewed the matter in 1910 and the sending of money at once revealed the hopelessness of this attempt. It was immediately clear that to convene the Central Committee in Russia meant to send it to prison. From spring 1908 to the 1910 plenum, the Central Committee never once assembled in Russia. The history of convening in Russia demonstrates the impossibility of this task. It was impossible to send the Central Committee to Russia except to prison.

In 1½ years, four Bolsheviks have failed in central work. Not a single Menshevik has been arrested, since they worked on creating a Stolypin party. They did not write us letters and discontinued correspondence due to conspiracy. The Mensheviks not only failed to work on creating a Central Committee but refused even to appear for co-optation (Mikhail, Roman, and Yuri); Petr did not even appear at the threshold of the bureau; Kostrov lived nearby. An irrefutable fact is that only the Bolsheviks worked.

Regarding Lyubich, we have a letter from Inok indicating his agreement to work. Regarding Petr, we have only information that he did not even appear at the threshold of the bureau. A member of the Central Committee must obviously travel to work in the Central Committee. Martynov—an émigré, equals Bogdanov, Nikita. If he is to be invited, then Viktor must also be invited. Mikhail, Yuri, and Roman stand in no relation whatsoever to the Central Committee. These are people who build the Stolypin labor party, engaging in activity decisively condemned by the January plenum. We have nothing in common with the creators of the Stolypin labor party, nor with those who aid them.
