If the Party has been suffering for 1½ years from the postponement of the plenum, then the national organizations ought to have long since elected their representatives. Comrade the Latvian posed the question in quite a different manner than the Bundist. He said that although he had not been elected, yet in view of the conditions for convening the plenum, he considered himself obliged to take part on the condition that he would subsequently present a report to the Central Committee of the Latvian region, and on the condition that the decisions would come into force for the Latvian region only upon confirmation by the Central Committee of the Latvian region.
