The Conference notes that the party has long recognized — for no less than two years — the most urgent necessity of convening a party conference. At the present time, a decisive step toward the realization of this matter has finally been taken, in spite of all manner of obstacles. In Russia, the ROC has been formed, supported by all local organizations (Kiev, Baku, Tiflis, Ekaterinoslav, Ekaterinburg, St. Petersburg, Moscow, Nikolaev, Saratov, Kazan, Vilna, Dvinsk, Nizhny Novgorod, Sormovo, Samara, Tyumen, Rostov, and others).

The Conference welcomes the formation of the ROC and declares that it is the duty of every party member to support it with all their strength.
