While voting for the resolution as a whole{116} in order to bring together, to the extent possible, all without exception party elements, we decisively protest against the admissibility of inviting foreign voters and forward-ists into the Organizational Commission, that is, representatives of anti-party groups that formed abroad into separate factions, which have demonstrated over the course of a year and a half after the plenum that they are capable of acting only against the party, only retarding its work, only aiding the independent legalist workers' party or the Otzovists.
