**Letter to C. Zetkin. July 5, 1911**

The Organizational Commission (Foreign Organizational Commission) for convening an All-Party Conference was established by a meeting of members of the Central Committee of the RSDLP on June 14 (new style) 1911 from representatives of the Bolsheviks, conciliators, and Polish Social-Democrats. However, from the moment of its organization, the conciliators and the representatives of Polish Social-Democracy supporting them obtained the majority in the OC, and they came forward with accusations of factionalism against the Bolsheviks, held up the transmission of party funds to Russia, and hindered the preparation of the conference. As a result of the work carried out by the Bolsheviks, a Russian Organizational Commission was established, which assumed all authority for convening the conference. After the conciliationist majority of the OC refused to submit to the ROC, the representatives of the Bolsheviks withdrew from the Organizational Commission.

Esteemed Comrade!

Yesterday I received your letter.¹ Today I was in Paris at the bank, and tomorrow or the day after tomorrow, once the necessary sum has been paid out to the Technical Commission,² the money will be sent to you.

If needed, please forward this letter to comrades Mehring and Kautsky.

¹ In a letter from K. Kautsky, F. Mehring, and C. Zetkin to V. I. Lenin of June 30 (new style) 1911, it was reported that the "holders" considered it necessary to take the monetary funds entrusted to their care into their own hands as soon as possible, and requested that all securities be forwarded to C. Zetkin's address.

The National Discount Bank in Paris, on the basis of V. I. Lenin's letter, transferred 24,445.30 marks to C. Zetkin on July 7 (new style) 1911.

² In a letter to V. I. Lenin from F. Mehring, K. Kautsky, and C. Zetkin of June 27 (new style) 1911, it was reported that they had authorized the Technical Commission to disburse wages for June-July to party workers and to allocate the necessary sums for payment of a series of party tasks within the limits established by the January Plenum of the Central Committee of the RSDLP of 1910. The "holders" requested that V. I. Lenin issue the necessary monetary sums to the Technical Commission for this purpose.
