The meeting, [constituting itself as a conference of CC members living abroad,] noting that all members of the CC** living abroad have been invited to this meeting and all except one have appeared, considers itself as a conference of CC members located abroad and places on its agenda the question of re-establishing the CC in connection with the general situation of the party.

* 1 The resolution on the constitution of the conference was adopted (by a majority of 5 with 3 abstentions) immediately after the first two resolutions (on “Vlasov” and on the representatives of the Bund). After the adoption of this resolution, B. Gorev‑Goldman attempted to protest, submitting a written statement, against this conference as “an attempt by a private group of persons to seize power in the party.” When it was pointed out to him that speaking about a seizure of power at a time when not a single question had yet been discussed was premature.
