AMENDMENT TO THE RESOLUTION ON THE CONSTITUTION OF * K

The Assembly [constitutes itself as a conference of C.C. members residing abroad] — having ascertained that all members of the Central Committee**, residing abroad, have been invited to this assembly and that all but one have indeed attended — regards itself as a conference of C.C. members located beyond the borders and places on its agenda the question of reconstituting the C.C. in light of the overall situation of the Party.
1 The resolution on the constitution of the conference was adopted (by a majority of 5 votes to 3 abstentions) following the first two resolutions (on “Vlasov” and on the representatives of the Bund). After the adoption of this resolution, B. Gorev-Goldman attempted to lodge a formal protest, submitting a written statement against this conference as “an attempt by a private group of individuals to seize power within the Party.” When it was pointed out to him that to conspire about seizing power at a time when no question had yet been discussed was premature, he…
