The question of liquidationism, initially raised by party decisions and the foreign press, has now been brought before the judgment of all conscious workers of Russia. The Latvian social-democratic workers must also strive to ensure that there are no evasions and excuses on this question, that it be clearly posed, thoroughly discussed from all sides, and definitively resolved.

Enough of the fairy tales claiming that the liquidators are activists of the open movement. These fairy tales have been refuted by facts that have proven that party members, the anti-liquidators, unconditional supporters of the underground, are incomparably stronger than the liquidators in all spheres of the open movement.

Liquidationism is the negation or diminution of the underground, that is, of the illegal (the only existing) party. Only the underground works out revolutionary tactics and carries them into the masses both through illegal and through legal press.

The decisions of the RSDLP in December 1908 and in January 1910, which have been abrogated by no one and are binding on every party member, fully and precisely recognized precisely such content of liquidationism and unconditionally condemned it.

Nevertheless *Nasha Zarya* and *Luch* continue to conduct liquidationist propaganda. In No. 15 (101) of *Luch* they declared it lamentable that workers' sympathies for the underground are growing. In No. 3 of *Nasha Zarya* (March 1913) the author of this article (L. Sedov) emphasized even more strongly his liquidationism. Even An acknowledged this in *Luch* (No. 95)!! And the editorial board of *Luch*, in its response to An, defends the liquidator Sedov.

The Latvian social-democratic workers must at all costs strive to ensure that the congress of social-democrats of the Latvian region decisively condemns the liquidationism of *Nasha Zarya* and *Luch*. The conduct of these organs has fully confirmed and daily continues to confirm the resolution on liquidationism adopted by the February conference of 1913 at the CC RSDLP.
