a mass of quotations from Roman writers, of an English imperialist
and bureaucrat, who ends with a cry for the retention of India,
against those who allow the thought of its separation. It would be a «crime
against civilization» (123) to liberate India...
Etc. and so forth.
Parallels with Rome, reflections and advice of a bureaucrat,
almost exclusively of an «administrative» character—that's all.
p. 101: in India («Indian Census», p. 173) 90 men and 10
women out of 10,000 of each sex read and write in English

will die out by itself...
