1) to print immediately in the *Central Organ* a translation of this letter (perhaps with minor cuts);

2) to appeal in our name to the trade unions (as well as to the bureaus of trade unions in various cities) of transport workers, shipbuilding workers, workers in armaments factories, cartridge factories, ordnance factories, military equipment factories, and so forth (and, in the absence of trade unions, to groups of workers), so that they send to the *Central Organ* their materials, information, descriptions of former strikes, and so forth;

3) to print immediately, in brief form, our opinion, (α) that the question can be not about an isolated act of "preventing war" (averting it), but about the revolutionary offensive of the masses of the proletariat in general, and (β) that under the present state of affairs in Russia we attach the greatest significance to clarifying the course and conditions of strikes in 1905.
