Dear Comrades!

On the 24th of this month, we sent you an excerpt from Comrade Poletaev's letter to us. In addition to this excerpt, we inform you that Comrade Poletaev, on behalf of the entire faction, requests that money be sent for the newspaper, and, as follows from his letter, the editorial board of this (known to you) newspaper* has been appointed by the faction.

On our part, we support the request of the Duma faction and consider the undertaking of publishing the newspaper so important that we agree to lend the Foreign Bureau of the Central Committee 3,000 rubles from the funds transferred by the Bolsheviks to the creditors Kautsky, Mehring, and Zetkin, specifically for sending 1,000 (one thousand) rubles to the faction.

We kindly ask the Foreign Bureau of the Central Committee to give us an official response on this matter today.
