Plenary meeting of the Central Committee of the Party

The plenary meeting of the Central Committee of our Party, held after a considerable interval, has recently ended. Fourteen comrades were present with a casting vote. The entire editorial staff of the Central Committee and one of the candidates for the Central Committee elected at the London Congress were invited with advisory votes. In addition, a representative of Pravda was admitted with an advisory vote. The representative of the newspaper Pravda, who was invited with a consultative vote, Mr. T. Plekhanov, did not arrive due to his absence. Plekhanov did not arrive due to ill-health2.

All those decisions of the plenum which are to be published are published below. They give the readers an idea of the work of the plenum. Much attention was paid by the Central Committee to the work of the Duma. It turned out that even to this day very little has been done by local organizations and Party literature to raise this important branch of work to the proper height. The flow of materials to the Duma faction is still very small. The use of the speeches of Social Democratic deputies has not yet been systematically organized. It was unanimously stated in the plenum that there has been a considerable improvement in the principled line of the Duma faction during the last year. Of the recent speeches of the Duma faction, the recent speech on the inquiry about the persecution of trade unions was singled out for special detailed discussion as the most important. Almost the whole Central Committee (all the Bolsheviks, all the "national" Social-Democrats, some of the Mensheviks) recognized that the faction had made a major mistake here: it had not spoken definitively enough against "neutralism" and in defense of the party position defined by the Stuttgart and London resolutions3. The wish was expressed that this mistake should be corrected in the next speeches.

All comrades recognized the need to prepare a series of bills on the workers' question1*.

The Central Committee, because of the partial exhaustion of the personnel of the workers elected to the central institutions at the London Congress, unanimously recognized the necessity of allowing co-optation, so that those co-opted should be approved by the next all-party conference.

It was decided to make every effort to put the publication of the "Flying Leaflet of the Central Committee" in Russia4 and to strengthen in general the agitation and propaganda literary activity of the Party.

A number of steps were unanimously adopted to restore the actual unity of the Party organization in Russia and abroad, to destroy factional isolation and factional struggle. The main next practical task was recognized as the convocation of the All-Russian conference. It was decided to begin work on its convocation immediately.

A number of reports from the field were heard. We will try to place these reports on the pages of the Central Committee in the part in which they can be published5.

The Central Committee together with the editorial office of the Central Committee sent a greeting to A. Bebel on his anniversary6.

These are the most important resolutions adopted by the Central Committee7.
