Draft Resolutions of the Executive Committee of the Bolshevik Center

1. Out of the entire property of the Bolshevik Center (about 300 thousand francs), 60 thousand francs are allocated: for the history of the revolution (20 thousand francs), for the congress (20 thousand francs) and for emergency expenses and covering debts (20 thousand francs).

2. The remaining sum (240 thousand [yach] frank) is distributed so that it can support the centers of the factions and parties for about 4 years, for which purpose the Hoojaj Komisiya is entrusted to draw up a budget to bring the expenses (if not immediately, then gradually, but not later than in 1/2 year) to the sum of 5 thousand [yach] frank per month.

3.    The property of the faction is legalized before the party in such a way that a statement is submitted to the Central Committee on the completion of the inheritance (received for the needs of the Bolshevik faction, according to the will of the donor), without declaring the total amount and the monthly budget, - then an account is made of the previous contributions to the Central Committee from the faction, more than covering the legal 10% of the contributions to the party.

4.   The faction officially declares to the Central Committee of the Party that it will give to its treasury a monthly sum of 750 to 1000 rubles.

5.   The faction reserves the right to stop these disbursements to the Central Committee if the faction comes to the conviction that the line or steps (of the Central Committee) are non-partisan, or that they are in sharp departure from the line of revolutionary social-democracy, etc.1*. This statement, pazublic, is not brought to the Ccentral Committee.

6.       The B[olsheviks of the Tsekists (Gregory, Innocentius, Victor, Lenin) immediately submit to the Central Committee a written statement on the acceleration of the convocation of the plenum of the Central Committee and contribute in every possible way to the speedy convocation.

7.    Concerning Trotsky, the maximum concession to "Pravda" on the part of the faction is recognized: agreement to leave "Pravda" in Vienna with the appointment of the editorial staff on the basis of equality (i.e., one editor from "Pravda", one more from the Central Committee) and with the transformation of "Pravda" into an organ of the Central Committee. The faction does not provide any special financial assistance to Pravda, except for general contributions to the Central Committee.

8.   Concerning the two shades in the Central Committee on the question of intra-party organizational policy in the near future (Gregory, Innocent and Kamenyev on the one side, Lenin on the other), it is recognized that articles on this question are either postponed, or two articles are placed setting forth both shades, or one article elaborating] a middle line. The latter is recognized as the most desirable. What refers to articles also applies to speeches in the organizations, the Central Committee, the Central Organization, the Central Organization, and so on.

9. The Russian members of the Bolshevik Center are informed of these two shades no other than by a single general letter stating both points of view, whereby it is recognized that it is inadmissible to carry the differences further and the reconcilability of the differences is recognized.
