The undersigned members of the Central Committee, Bolsheviks, consider
it necessary to state that, in their opinion, a plenary meeting of the
C.C. should be convened at the earliest date.

Casting our vote for the earliest possible holding of the plenary
meeting, we for our part will do our best to ensure that the meeting takes
place in the nearest future.

We ask the C.C. Bureau Abroad to bring this statement to the attention
of all the members of the C.C. in Russia and abroad.
