If these committees fail to provide you with any response—or if they respond with a refusal—only then may you turn to the Executive Committee of the Second International with a request or a complaint regarding this or that decision, concerning this or that central committee of a party affiliated with the International. Such is my view, which I am sharing with you as a member of the Executive Committee of the Second International, as a Bolshevik, and as a member of the Central Committee of the Russian Social-Democratic Workers’ Party. (In Paris there exists a special bureau of the Central Committee of the Social-Democratic Workers’ Party, and Mr. Gertsik knows very well that it is to this bureau he ought to have turned. As for me, I am not a member of that bureau.)
I am deeply sorry, dear Huysmans, that I will be unable to be in Paris on August 30 and 31, 1909, and that, as a result, I will not be able to discuss this matter with you. I hope that you will forgive me for the inconvenience caused by my poor French in this letter—which, to be honest, turned out to be far too lengthy.

I am now taking a break outside the city (Mr. Wl. Oulianoff. Chez m-me Lecreux. Bombon, Seine-et-Marne). I will return to Paris before September 15.
