The general question of the direction in which the entire principled and practical policy of the BC, as the guiding body of the Bolshevik faction, should be conducted under such conditions is either impossible or in practice turns into squabbling and intensifies its elements. Given the attitude towards the decisions of the BC that we observe from the "opposition," comradely discussion of affairs turns into a series of forays by these comrades against individual members of the BC, into unsubstantiated repetition of rumors and slander.

2) In view of this, the BC, having established that some members of the BC have embarked on a schismatic path, has already adopted a resolution allowing a poll of BC members to resolve urgent practical questions before the convening of a plenum. Therefore, we do not see any need at present to convene the BC with the members currently in Paris, especially since the immediate reason for it—the determination of the date for convening an enlarged meeting—can only be clarified by querying all BC members, primarily those in Russia. Corresponding queries have been sent to all of them, and responses are awaited and will be communicated to you by the secretary.

The question of inviting representatives from the regions does not require special discussion, as the presence of these representatives is mandatory at the enlarged meeting of the BC.

Comrade N.'s statement about his preferred date, of course, would have been taken into consideration even if it had been transmitted through three other members.
