PROPOSAL ON THE PROCEDURE FOR VOTING ON RESOLUTIONS.

If there is no request to vote on one of the resolutions submitted to the conference by someone, the conference puts to a vote the resolution on the direction of the commission's work.
If there is a preliminary request to vote immediately for the basis of someone's resolution, then this request is fulfilled immediately.
CLARIFICATION TO THE SPEECH ON THE ORGANIZATIONAL QUESTION.

I state that in my speech on the organizational question, which was the only thing discussed today, I did not say and did not want to say a single word about the attitude of the Caucasians to "Golos Sotsial-Demokrata" or about "Golos Sotsial-Demokrata" in general. Therefore, having begun my speech with the statement that at present there are no disagreements between the Caucasians and "Golos Sotsial-Demokrata" on this issue, Comrade Petr
Tiflis* mentioned my name completely unfounded. As for the previous debates, I spoke only about those disagreements of the members of the editorial board of "Golos Sotsial-Demokrata" and the Caucasians that were revealed at the August meeting of the plenum of the Central Committee in 1908.

Regarding the statement of Comrades Dan and others on the issue of the Central Committee's veto right over incorrect decisions of the Fraction, we declare that
1) The London Congress rejected Martov's amendments, which tended to weaken the Central Committee's influence on the activities of the Fraction, and took an absolutely the point of view of subordinating the Duma Fraction to the Central Committee;
2) at the Plenum of the Central Committee, where the Mensheviks Kostrov, Martynov, and others were present, the practical issue of the veto was decided on specific issues, and that the mentioned members of the Central Committee Mensheviks definitely recognized this right for the Central Committee;
3) that in the eight of the Central Committee, Comrades Mensheviks Igor******** and Yakov twice voted together with others to impose a veto on con-
