PROPOSAL CONCERNING THE VOTING PROCEDURE FOR RESOLUTIONS.

If no one has submitted a resolution to the conference requiring that it be put to a vote, then the conference shall proceed to vote on the resolution concerning the direction of the commission’s work.
However, if there is a prior request to vote immediately on the substance of any given resolution, then this request shall be granted without delay.
EXPLANATION REGARDING THE SPEECH ON ORGANIZATIONAL MATTERS.

I state that in my speech on the organizational question—which was the sole topic under discussion today—I did not, and did not intend to, say a single word either about the Caucasians’ attitude toward “The Voice of the Social-Democrat” or about “The Voice of the Social-Democrat” in general. Therefore, when I began my speech by asserting that, at present, there are no disagreements between the Caucasians and “The Voice of the Social-Democrat” on this issue, Comrade Petri of Tiflis* quite groundlessly mentioned my name. As for the earlier debates, I spoke only of those differences [between Godosa] that had emerged among certain members of the editorial board of “The Voice of the Social-Democrat” and the Caucasians—differences that came to light at the August plenary session of the Central Committee in 1908.
