**DRAFT PLAN AND REMARKS  
FOR THE RESOLUTION "ON THE CURRENT SITUATION  
AND THE TASKS OF THE PARTY" AT THE 5TH ALL-RUSSIAN  
CONFERENCE OF THE RSDLP**  
[After January 5, 1909]  

**The Current Situation:**  

1. §3.  
   a) The objective tasks remain unresolved.  
2. §β) Economic crisis.  
1. §γ) A step toward Bonapartism in the agrarian sphere, in the general political sphere.  
4. §δ) National-liberalism.  
5. §ε) International complications.*  
   Oppression of nationalities (Finland, etc.)  
   Softening among the petty and middle bourgeoisie, intelligentsia.  

**Tasks of the Party:**  
The Duma exposes.**  

1) Work in the army.  
2) Remove the last point.  
3) Add a note on the petty bourgeoisie.  
4) Strike out the word *Bonapartism*.  
5) Characterization of the comparative differences between past and future upsurges.  
6) International position.  
7) Necessity of armed uprising and a democratic republic.  
8) Importance of military methods.

These notes were made by V. I. Lenin during the work of the 5th All-Russian Conference of the RSDLP during the commission’s discussion of the resolution "On the Current Situation and the Tasks of the Party," drafted by Lenin (see *Complete Collected Works*, Vol. 17, pp. 325–328).  

The **5th All-Russian Conference of the RSDLP** took place in **Paris** on **January 3–9 (New Style), 1909**.  

The conference was attended by 16 voting delegates, including 5 Bolsheviks, 3 Mensheviks, 5 Polish Social Democrats, and 3 Bundists.  

The central issue at the conference was Lenin’s report "On the Current Situation and the Tasks of the Party." The Bolsheviks attached great importance to this question, as the conference was to define the tactical line appropriate to the difficult conditions of party work during the years of reaction. The Mensheviks made an unsuccessful attempt to remove this issue from the conference agenda.  

During the discussion of the resolution introduced by Lenin, the Mensheviks proposed stating that the autocracy was becoming not a bourgeois but a plutocratic monarchy (for Lenin’s critique of this amendment, see his article *"The 'Leftward Shift' of the Bourgeoisie and the Tasks of the Proletariat"* — *Complete Collected Works*, Vol. 17, p. 409). The Menshevik amendment was rejected by an overwhelming majority.  

The conference adopted Lenin’s resolution with minor modifications (see *The CPSU in Resolutions and Decisions of Congresses, Conferences, and Plenums of the Central Committee*, 1970, Vol. 1, pp. 249–251).
