Taking into account,

1) that the RSDLP has for nearly four years waged a decisive struggle against the liquidationist tendency, which at the party conference of December 1908 was defined as "attempts by a certain section of the party intelligentsia to liquidate the existing organization of the RSDLP and replace it with a formless amalgamation within the bounds of legality at all costs, even if the latter were purchased at the price of an open renunciation of the party's program, tactics, and traditions";

2) that the plenum of the Central Committee in January 1910, continuing the struggle against this tendency, unanimously recognized it as a manifestation of bourgeois influence on the proletariat and made the condition for genuine party unity and the fusion of the former Bolshevik and Menshevik factions a complete break with liquidationism and the final overcoming of this bourgeois deviation from socialism;

3) that contrary to all party decisions and contrary to the obligation given at the January 1910 plenum by representatives of all factions, a section of Social-Democrats, grouping itself around the journals *Nasha Zarya* [Our Dawn] and *Delo Zhizni* [The Business of Life], openly assumed the defense of the tendency recognized by the entire party as a product of bourgeois influence on the proletariat;

4) that the former members of the Central Committee M—l, Yuri and Roman not only refused to enter the Central Committee in the spring of 1910, but even refused to appear at a single session for the cooptation of new members and openly declared that they consider the very existence of the party's Central Committee "harmful";

5) that the named principal publications of the liquidators, *Nasha Zarya* and *Delo Zhizni*, precisely after the 1910 plenum decisively and across the board turned toward liquidationism, not only "belittling" (contrary to the plenum's decisions) "the significance of the illegal party," but directly denying it, declaring the party a "corpse," declaring the party already liquidated, declaring the restoration of the illegal party "a reactionary utopia," pouring slander and abuse upon the illegal party from the pages of legal journals, inviting workers to recognize the party's cells and hierarchy as "dead" and so forth;

6) that whereas throughout Russia party members, without distinction of factions, united around the immediate task of convening a party conference, the liquidators, having separated into completely independent groups, split off in localities as well, even in those places where Menshevik party members predominate (Ekaterinoslav, Kiev), and definitively refused any party connection with the local organizations of the RSDLP; – the conference declares that the group of *Nasha Zarya* and *Delo Zhizni* by its conduct has definitively placed itself outside the party.

The conference calls upon all party members, without distinction of tendencies and shadings, to wage struggle against liquidationism, to explain all its harmfulness for the cause of the emancipation of the working class, and to exert all forces for the restoration and strengthening of the illegal RSDLP.
