Having examined in detail the resolution of the RSDLP on the S.D. faction in the Duma, adopted at the December 1908 conference, and having discussed all the data concerning the S.D. work in the Fourth Duma, the conference:

1. recognizes that the aforementioned resolution correctly determined the tasks and direction of S.D. work in the Duma and that therefore it is necessary to be guided by this resolution in the future as well;

2. that the last subsection of point 3 (3z) of the December resolution (concerning voting for or abstaining on questions about improving the situation of workers){34} should be clarified as follows. When bills, formulations, etc. involve direct and immediate improvement of the situation of workers, junior officials, and toiling masses in general (for example, reduction of the working day, increase in wages, elimination of even minor evils in the life of workers and of the broad strata of the population in general, etc.), then one should vote for those points which contain these improvements.

In those cases where the improvement, by virtue of the conditions with which the Fourth Duma surrounds it, is questionable, the faction abstains, necessarily with special justification of the abstention, having previously discussed the question with representatives of workers' organizations.

The conference recognizes that:

On all inquiries, major bills, etc., the S.D. faction should submit its own independent formulations for transition to the order of business.

In those cases where, after rejection of the S.D. formulation, the faction's votes against the government coincide with the votes of other parties—it is necessary that the faction endeavor to provide special justification of its vote for another's formulation or for part of another's formulation.
