Voting for the budget as a whole is recognised as inadmissible in principle. The Conference recognises the necessity that, in voting on individual budget items, the fraction put in the forefront that principle of our programme according to which the Social-Democrats resolutely reject reforms that are linked to police-bureaucratic tutelage over the working classes. Therefore, the general rule should be voting against individual budget items, since their implementation is almost always associated not only with tutelage but also with the direct influence of the Black Hundreds. In cases where an improvement of the condition of the working people appears probable despite these conditions, abstention from voting is recommended, accompanied by a mandatory declaration setting forth the socialist position. Finally, in those exceptional cases when the fraction considers a vote “for” necessary, it is recommended not to do so without consultation with representatives of the Central Committee and, where possible, of the metropolitan party organisations.
