But finding, on the other hand, (a) that the tactic of boycott would be correct only in the presence of a broad, universal, and rapid revolutionary upsurge, coupled with a direct assault on the old power, or for the purpose of combating widespread constitutional illusions (as was the case with the boycott of the Bulygin and Witte Duma); (b) – finding also that no essential changes have occurred in those conditions under which revolutionary Social-Democracy participated in the II Duma, inasmuch as the new electoral law promises only the replacement of a Duma which spoke in a Cadet fashion and acted in an Octobrist fashion, with a Duma openly Octobrist.
