1) Groups of Social-Democrats abroad are recognized as groups assisting the RSDLP.

2) The Central Committee appoints a new Central Foreign Bureau consisting of 10 persons. In the absence of a Central Committee plenum, co-optation or replacement occurs only with the approval of the Central Committee's Bureau Abroad.

3) The Central Foreign Bureau serves the needs of the assisting groups abroad and executes general party directives of the Foreign Bureau of the Central Committee.

4) The Foreign Bureau includes 1 member of the Central Committee (appointed by the plenum or the Foreign Bureau) with the right of veto.

5) In the nearest possible future, a congress of all assisting groups abroad shall be organized under the control of the Foreign Bureau of the Central Committee.

6) The statute of the congress is approved by the Foreign Bureau of the Central Committee.

7) The Foreign Bureau of the Central Committee is charged with taking all measures to ensure that at this congress there is achieved the unification of all national Social-Democratic groups abroad into unified local groups assisting the RSDLP. The Foreign Bureau of the Central Committee must enter into correspondence on this question with all Central Committees of national Social-Democratic organizations.

8) Groups contribute 85–90% of their revenues to the Central Committee treasury. Permission for exceptions in cases of extreme necessity (for example, expenses for émigrés) belongs to the Foreign Bureau of the Central Committee.
