Taking into consideration,

1) that the disintegration and collapse of the majority of Party organisations, caused by the broad wave of counter-revolutionary sentiment and the desperate persecution by tsarism, together with the long-term absence of a practical party centre, the Central Committee, brought about an extremely difficult situation for the R.S.D.L.P. in the period 1908–1911;

2) that at the present time, in connection with the revival of the working-class movement, there is everywhere an intensified striving among advanced workers to restore the illegal Party organisations and to set up systematic legal and illegal Social-Democratic work, and that on this basis enormous and intensified initiative has been displayed by the majority of local organisations of the R.S.D.L.P. towards the revival of the Party and the convening of an all-Party conference;

3) that the most urgent practical tasks of the working-class movement and the revolutionary struggle against tsarism (guidance of the economic struggle, general political agitation, proletarian meetings, the election campaign for the Fourth Duma, etc.) make it absolutely necessary to take immediate and the most energetic measures for the restoration of a competent practical party centre closely linked with the local organisations;

4) that after a break of more than three years since the last conference of the R.S.D.L.P. and more than two years of attempts to convene an assembly of representatives of all Party organisations, it has at last been possible to rally over 20 Russian organisations (St. Petersburg, Moscow, Saratov, Kazan, Samara, Nizhni, Sormovo, Rostov, Yekaterinoslav, Kiev, Nikolayev, Lugansk, Baku, the Tiflis group, the Vilna group, the Dvinsk group, Yekaterinburg, Ufa, Tyumen, a number of localities in the central region, and others) around the Russian Organising Commission which convened the present conference and which announced the conference several months ago to all Social-Democrats and invited all, without a single exception, organisations of our Party to the conference, all organisations being given the opportunity to participate;

5) that at the present conference, despite a number of severe police breakdowns, with purely isolated exceptions all Party organisations functioning in Russia are represented;

6) that Social-Democratic groups of activists of the legal labour movement in a number of major Russian cities (St. Petersburg, Moscow, the Caucasus) have been invited to the conference and have expressed sympathy with it; –

– the conference constitutes itself as an all-Party conference of the R.S.D.L.P., being the supreme body of the Party.
