If there is no demand to vote on one of the resolutions submitted to the conference by anyone, then the conference puts to a vote the resolution concerning the direction of the commission's work.

If, however, there is a preliminary demand to vote immediately on someone's resolution as the basis, then this demand is fulfilled at once.
