Considérants[149]:

1. Conditions for the success of a boycott and for the correctness of this slogan:

α) a broad, universal and rapid revolutionary upsurge

β) the ideological task of combating constitutional illusions when the old authority convenes the first representative assembly in a revolution.

2. The duty to preserve revolutionary traditions requires at the same time an analysis of the conditions of their application, and not a simple repetition of revolutionary slogans which had significance under particular conditions.

3. Therefore there are no grounds for proclaiming a boycott of the Third Duma as a consequence of the continuing reactionary offensive, pending the development of a new upsurge[150].

4. The textile strike and other elements of the upsurge demand not the boycott slogan (= an accompanying slogan of armed uprising), but political and revolutionary development. Otherwise the boycott slogan is harmful, as it obscures one’s vision.

Conclusions:

A) Conduct work on participation in the elections and in the Third Duma, defending wholly the slogans of revolutionary Social-Democracy in the election campaign and in the Duma itself.

B) Explain to the masses the connection between June 3, 1907 and December 1905 and the betrayals of the bourgeoisie, demonstrating the insufficiency of economic struggle, transforming it into a political and revolutionary onslaught which must lead to armed uprising and only on the basis of which the boycott slogan can acquire serious significance.
