Taking into account,

1) that a series of facts testifies to the extreme intensification of economic necessity among the proletariat and its economic struggle (lockout in Poland{12}; movement among workers in Petersburg and Ivanovo-Voznesensk for the purpose of fighting against the high cost of life's necessities; widespread strike movement in the Moscow industrial district; alarming appeals from organs of professional unions to prepare for acute struggle, etc.);

2) that by all indications these various manifestations of economic struggle are concentrating in such a way that there are grounds to expect a universal mass economic uprising, drawing in far broader layers of the proletariat than before;

3) that the entire history of the Russian revolution shows that all mighty upsurges of the revolutionary movement arose only on the basis of such mass economic movements; —

taking this into account, the conference recognizes that

1) it is necessary for all party organizations to turn the most serious attention to this phenomenon; to gather more complete material and to place this question on the agenda of the V Party Congress;

2) it is necessary to concentrate the largest possible quantity of party forces on economic agitation among the masses;

3) it is necessary to regard precisely this economic movement as the fundamental source and most important basis of all developing revolutionary crisis in Russia.
