In view of the fact that at the present time we consider the method of terror to have failed of its purpose, since1*the only method of struggle should be scientific propaganda and the State Duma as an agitational tribune. We reserve the right, while remaining in the Party, not to guarantee the resolutions on terror and, if the Central Committee approves the resolutions of the conference, to leave the Party altogether.

1III Conference of the RSDLP (Second All-Russian Conference) was held in Kotka (Finland) on July 21-23 (August 3-5), 1907. 26 delegates (9 Bolsheviks, 5 Mensheviks, 5 Polish Social-Democrats, 5 Bunds, 2 Latvian Social-Democrats) attended it. The order of the day included the following questions: about participation in the elections to the III State Duma, about the electoral platform, about electoral agreements with other parties, about the All-Russian Congress of Trade Unions, and also about the attitude to terror, although this question is not mentioned in the notification on the results of the conference issued by the Central Committee of the RSDLP.
