Proceeding from the resolution of the London Congress on the State Duma and on non-proletarian parties, the All-Russia Conference of the R.S.D.L.P., in elaboration of these resolutions, considers it necessary to express the following:

1) In the Third Duma, which is the result of the coup d’état of June 3rd, two majorities are possible: the Black-Hundred–Octobrist and the Octobrist–Kadet. The first, expressing preeminently the interests of the feudal landlords, is counter-revolutionary and advocates mainly the defence of landlord interests and the intensification of repression, going so far as to strive for the complete restoration of autocracy. The second majority, expressing mainly the interests of the big bourgeoisie, is likewise absolutely counter-revolutionary but is inclined to mask the struggle against the revolution with certain phantom bureaucratic reforms;

2) Such a situation in the Duma is exceptionally favourable to a double political game both on the part of the government and on the part of the Kadets. The government wishes, while intensifying repression and continuing to “conquer” Russia by military force, to depict itself as a supporter of constitutional reforms. The Kadets wish, while in practice voting with the counter-revolutionary Octobrists, to depict themselves not only as the opposition but also as representatives of democracy. Under these conditions, the task devolves with particular force upon the S.-D. of ruthlessly exposing this game, exposing before the people both the violence of the Black-Hundred landlords and the government and the counter-revolutionary policy of the Kadets. Direct or indirect support of the Kadets by the S.-D.—whether in the form of an information bureau with the participation of Kadets or of adapting their actions to Kadet policy, etc.—would now be a direct detriment to the cause of the class education of the working masses and to the cause of the revolution;

3) While upholding their socialist goals and criticising all bourgeois parties from this point of view, the S.-D., in their agitation, must bring to the fore the elucidation to the broad popular masses of the complete discordance of the Third Duma with the interests and demands of the people and, in connection with this, broad and energetic propaganda of the idea of a constituent assembly based on universal, direct, equal and secret suffrage;

4) Among the fundamental tasks of Social-Democracy in the Third Duma belongs the exposure of the class underpinning of governmental and liberal proposals and the systematic juxtaposition to them of the demands of the Social-Democratic minimum programme without any curtailment, with particular attention to questions concerning the economic interests of the broad popular masses (the workers’ and agrarian questions, the budget, etc.), all the more so because the composition of the Third Duma promises an exceptionally abundant material for the agitational activity of the S.-D.;

5) The S.-D. fraction must take particular care that any formal coincidences in the voting of the S.-D. with the voting of the Black-Hundred–Octobrist or the Octobrist–Kadet bloc cannot be exploited in the sense of supporting one or another bloc;

6) It is necessary for the Social-Democrats in the Duma to introduce bills and utilise the right of interpellation, for which joint actions are necessary with other groups to the left of the Kadets, without any departures whatsoever from the programme and tactics of the S.-D. and without concluding any bloc whatsoever. The S.-D. fraction must immediately propose to the left deputies of the Duma to form an information bureau that in no way binds its participants but affords the workers’ deputies the possibility of systematically influencing democracy in the spirit of S.-D. policy;

7) Among the first concrete steps of the S.-D. fraction in the Duma, the conference considers it necessary to place particular emphasis on the necessity: 1) to come forward with a special declaration, 2) to introduce an interpellation concerning the coup d’état of June 3rd, 3) to raise in the Duma, in the most appropriate form, the question of the trial of the S.-D. fraction of the Second State Duma{73}.
