Taking into account:

1) that the demand for the appointment at the present moment of a responsible ministry from the majority of the State Duma appears to be incorrect and ambiguous, in that:

a) the appointment of such a ministry could not be a genuine transition of power from autocracy to popular representation;

b) in essence this would be a deal of the liberal bourgeoisie with autocracy at the expense of the people and behind their back;

c) the proletariat has no guarantees whatsoever that this deal, given the present correlation of real political forces, will provide it with serious assurance in conducting its class struggle (in any case, not such serious assurance as could justify the substantial harm inflicted on the development of proletarian class consciousness by active support of a bourgeois deal in an epoch of revolutionary upsurge).

2) The demand for the appointment of a responsible Duma ministry, in consequence of the foregoing, serves only to strengthen constitutional illusions and to corrupt the revolutionary consciousness of the people, engendering hopes for a peaceful transition of power to the people and obscuring the fundamental tasks of the struggle for freedom; – taking this into account, the assembly resolves:

1) the proletariat cannot at the present moment support the demand for the appointment of a Duma ministry,

2) the proletariat supports the idea of forming an executive committee composed of revolutionary elements of the Duma for the purpose of uniting thereby the actions of local free organizations of the people.
