1) that it is necessary to take the most energetic measures for the speediest merger of all the national Social-Democratic parties of Russia into a single Russian Social-Democratic Labour Party;

2) that the basis of unification must be the complete merging of all Social-Democratic organisations in each locality;

3) that the party must effectively ensure the satisfaction of all party interests and needs of the Social-Democratic proletariat of each given nationality, taking into account also its cultural and everyday-life peculiarities; the means of such provision may be: the arrangement of special conferences of Social-Democrats of the given nationality, representation of the national minority in local, regional, and central party bodies, the creation of special groups for literary, publishing, agitational, and similar purposes.
