The Black Hundreds give the people no will whatsoever, no power at all. All power — to the tsarist government. The rights of the people: to pay taxes, to work for the rich, to sit in jail.

The Cadets want such "popular freedom" as must be subordinated, in the first place, to an upper chamber, that is, to landowners and capitalists; in the second place, to the monarchy, that is, to the tsar with his irresponsible police and military force. One third of power to the people, one third to the capitalists, one third to the tsar.

The Social-Democrats want complete freedom and all power to the people, the electability of all officials, the liberation of soldiers from barracks servitude, and the organization of a free popular militia.
