The Black Hundreds defend the interests of serf-holding landowners. No land whatsoever for the peasantry. Only the wealthy should be allowed to purchase land from landowners by voluntary agreement.

The Kadets want to preserve landlord land ownership by means of concessions. They propose to the peasants a redemption payment, which once before, in 1861, ruined the peasants. The Kadets do not agree that local committees, elected by universal, direct, equal, and secret ballot, should decide the land question.
