**Considering:**

1) that the electoral law of December 11 and the actual conditions of elections deprived the proletariat and social-democracy of the possibility of participating in elections, presenting and independently conducting genuinely party candidates;

2) that in view of this, the real significance of workers' participation in elections inevitably had to be reduced and was in fact reduced, as experience has shown, to obscuring the strictly class position of the proletariat as a consequence of agreements with the Kadets or other bourgeois groups;

3) that only complete and consistent boycott made it possible for the S-D. to uphold the slogan for convening a Constituent Assembly by revolutionary means, to place all responsibility for the State Duma upon the K-D. party, and to warn the proletariat and the peasant or revolutionary democracy against constitutional illusions;

4) that the State Duma, with its composition that has already taken shape predominantly of K-D., in no case can fulfill the role of genuine popular representation, serving only indirectly the development of a new, even broader and deeper revolutionary crisis, —

**we recognize and propose that the congress recognize:**

1) that party organizations, by boycotting the State Duma and elections to it, acted correctly;

2) that an attempt to create a parliamentary faction of the S-D., given present political conditions and given the absence in the Duma of genuinely party representatives capable of representing the S-D., promises no serious success, and threatens rather to compromise the RSDLP and to place upon it responsibility for a particularly harmful type of parliamentarian, middling between K-D. and S-D.;

3) that in virtue of all the foregoing there do not yet exist conditions for our party to embark upon the parliamentary path;

4) that the S-D. should utilize the State Duma and its conflicts with the government or internal conflicts within it, struggling against its reactionary elements, ruthlessly exposing the inconsistency and instability of the K-D., paying particular attention to elements of peasant revolutionary democracy, uniting them, counterposing them to the K-D., supporting those of their actions that correspond to the interests of the proletariat, preparing to call upon the proletariat for decisive assault on the autocracy at such a moment when, possibly in connection with a Duma crisis – the general revolutionary crisis will be most intensified;

5) in view of the possibility of the government dissolving the State Duma and convening it in a new composition, the congress resolves that during the course of the new electoral campaign no blocs or agreements with the K-D. party and similar non-revolutionary elements are permissible; moreover, the very question of the possibility of our party's participation in the new electoral campaign will be decided by Russian social-democracy depending on the concrete circumstances of the moment.
