The Conference considers it necessary to set forth in detail the reasoning behind the decision of the Petersburg S.D. organization regarding the inexpediency of participation in elections, not at all for the sake of polemics with comrades who were formerly Mensheviks and not to cast aspersions upon them as social-democrats, but in order to provide a precise and official exposition of the opinion of the majority of the organization concerning the character and significance of complete boycott.
