Comrade Karpov objected to him, as he did to Citizen Myakotine. To Citizen Myakotine he explained that a deal is a business conclusion of negotiations, while negotiations are a preparation for a deal, and that therefore, with respect to the Constitutional Democratic Party, Citizen Myakotine is completely wrong. While fully recognizing the binding character for the entire party of the decisions of the Unification Congress, the speaker pointed out the erroneousness of some of its resolutions, which erroneousness served as the source of the incorrect tone adopted by Comrade Bartenev{53} toward the Constitutional Democratic Party. The exposure of the Constitutional Democratic Party, the speaker said, is not mere abuse, but a necessary, most expedient means of drawing the broad popular masses away from the half-hearted, timid, deal-seeking liberal bourgeoisie striving for compromises with the old authorities, toward the revolutionary-democratic bourgeoisie preparing for decisive struggle for power. To discredit such a party as the Constitutional Democratic Party means to impart powerful impetus to the political development of the popular masses. The very moment of the outbreak of conflict, of course, depends not on our will but on the conduct of the government, on the degree of political consciousness and the mood of the popular masses. Our task is to apply all efforts toward ensuring that the organized proletariat plays, both in the new upsurge and in the inevitable forthcoming decisive struggle, the role of leader of the victorious revolutionary army.
