The decision taken concerning the District organization has formally overthrown the first conference decision on a general verification of mandates. There were 56 questionable votes in the District organization, and only these could be the subject of discussion. The Committee and the district conference conducted a verification of the elections; if we are not to trust the decision of the Petersburg Committee regarding the District organization, then we must be consistent and proceed to verify all districts.

Comrade Dan does not know about parliamentary procedure. In all countries of Western Europe, a member of the bureau is not deprived of the right to submit proposals.

The question proposed by Comrade Martov concerns the formal aspect; if you have decided to examine here one district on the basis of declared protests, then the same decision should be made concerning other districts about which protests are being raised. Comrade Akim finds irregularity in the Vyborg District, and the conference, having adopted a decision concerning the District organization, should extend this decision to the Vyborg District as well.

On a point of order. If the Petersburg Committee recognized the District organization as fully legitimate, then I am astonished at Comrade Martov's proposal — to exclude it from the conference.

There are two proposals: to decide the question of the 56 votes and to exclude the entire District organization from the conference. I request a vote.

I request that the following question be put to a vote: may a part of the Petersburg organization be deprived of representation here?

Comrade Martov's proposal cannot be put to a vote; the question he raises can be decided only by the Petersburg Committee.

Think, comrades, of the monstrosity that is being proposed to you. An important question was being discussed, in the decision of which the entire Petersburg organization must participate, and suddenly you are being asked to cut off a huge part — the District. Think about this. I consider such a vote to be impermissible in substance. I request a vote: does the assembly wish to vote on Comrade Martov's proposal?

I request that my proposal be voted on first: does the assembly agree to vote on Comrade Martov's proposal?

We must approach this matter coolly. The question is: can we deprive the District organization of the right to vote at the conference; once its representation is recognized as legitimate, then not to participate in the present vote is the height of illegality; its representation has been recognized as legitimate by you, it did not vote when the legitimacy of its representation was being examined; in all subsequent questions it must vote.

Comrade Nikolai submitted a proposal, which he quite correctly called radical{89}; if, however, a proposal is submitted that eliminates all others, then it is voted on first.

The assembly recognizes the question raised by Comrade Martov as not subject to discussion and not requiring a vote.
