Comrade Karpov holds that the Duma will indeed not be dissolved, because the Kadets will do everything possible to prevent this. This has already become evident from their activity in the Duma. The Constitutional Democrats are striving to combine the old authority with popular freedom. The speaker then turned to the tactics of the RSDLP. In his opinion, the Congress adopted a resolution on relations with the Duma "far from completely, far from correctly. We must carry out the decisions of the united RSDLP, but we will supplement its decisions in our activity."

In the speaker's view, the boycott was not an error. The proletariat told them that it must sweep away this Duma. This did not succeed, but what follows from that? Of course, the people will derive only benefit from the Duma. Much benefit will be brought by consistently acting peasant and worker deputies. But pressure on the Duma is fruitless. When the government stands against the people, we must remember that only the struggling sides can resolve the conflict.

We will say to the peasants: Learn, comrade peasants, so that when the moment comes, you too will be ready to support the revolutionary movement. (Loud applause.)
