1. Only through the betrayal of the bourgeoisie were we forced to accept the struggle on the ground of the Duma.

2. The electoral campaign must be based on counterposing revolutionary and "peaceful" struggle, demonstrating how dangerous is the hegemony of the Kadets in the liberation movement. From this arises the question: is a bloc with the Kadets permissible (an agreement at the first stage)?

3. At the first stage, social-democracy must appear independently, as a general rule; by way of exception — agreements at the first stage with parties recognizing the Constituent Assembly, armed uprising, etc.; at the second stage — technical character only, solely for proportional distribution of mandates. Nothing is more dangerous than saying to the masses: vote together with us for compromisers. Krushevich is not dangerous because he sits in the Duma, but because he represents a fragment of the Black Hundreds organization supporting the government. For the sake of a few minor concessions you are supporting the hegemony of the Kadets and violating our entire principled position (the Caucasus, Moscow, Petersburg, Poland do not want agreements). If the Black Hundreds pass through, the Duma will only be more extreme. Why do you believe that social-democrats are guilty of the fact that the Black Hundreds will pass through, and not the Kadets — in the split of votes?
